Reporting to the Senior Manager (QA/QC), the incumbent should be proficient in Quality Management System requirements, including Quality Assurance & Quality Control and have knowledge of the application of quality standards and programs from front-end engineering design through the engineering, procurement and construction management phases of a project. He/she must possess very good quality planning with the vision to identify quality improvement opportunities and the ability to achieve results through motivation and team working. Excellent oral and written communication skills as well as good computer skills in MS Office programs are essential.

Responsibilities:

• Responsible for the establishment of a fully documented project quality system in line with the Corporate Quality Manual requirements and ISO 9001:2008 covering engineering, procurement, installation and pre-commissioning
• Manager the project QA/QC team and ensure that work is carried out fully in accordance with the project quality standards specified in the contract and that the procedures laid down in the project quality plan are followed to achieve these standards
• Coordinate with external inspection agencies when required
• Maintain a project quality audit schedule to ensure effectiveness of the project quality system
• Check purchase and sub-contract requisitions and evaluate vendors' and sub-contractors' quotation with regards to inspection matters as applicable
• Implement the QA/QC management system at site and coordinate with quality inspections with all the site sub-contractors and vendors including coordination with non-destructive testing company
• Coordinate with customers' representative on all quality matters, distribute relevant QA/QC work and documentation to site QA/QC team and subcontractors
• Verify and ensure that quality related site activities are in accordance with the applicable codes and standards
• Participate in internal and external site audits and coordinate all the quality site inspections through the site QC Inspectors/Supervisors
• Ensure all quality control documentation is complied and completed for as-built hand over through the Turnover Engineer
• Control all non-conformance reports and undertake remedial actions. Complete site quality control instructions and action remedial responses
• Review customers' specification and undertake relevant training to the site QC Inspector
• Complete and coordinate the approval of the site QC technical submittals to the customer
• Coordinate with the site Construction Manager on all quality issues, chair QA/QC weekly meetings with the project sub-contractors QC personnel.

Requirements:

• Degree in engineering or equivalent; ASNT/PCN Level III (in RT, UT, MT and PT)
• Minimum 10 years experience in quality assurance and quality control, those with experience in offshore Oil & Gas projects preferred
• Knowledge of ISO 9001, ASME, API, TEMA, ANSI, ASTM, NACE and other relevant industry codes and standards
• Must have knowledge of welding and NDT
• Excellent oral and written communication skills with the ability to analyze situations that are critical to the job
• Task-orientated and able to work under pressure, especially in emergency situations
• Able to resolve problems quickly and effectively by determining the appropriate course of action
• Must be organized and systematic in order to successfully manage and control the project
• A team player who excels in personal interactions with employees at all levels
