Background

I. Organizational Context
  • The Government of Indonesia established the Indonesia Climate Change Trust Fund (ICCTF) decree in September 2009. The ICCTF shall be nationally managed, and is part of the Government’s commitment to implement the Jakarta Commitment to enhance national ownership and improve aid coordination in response to climate change.
  • In this framework, the Government and UNDP shall jointly establish and implement the project titled “Preparatory Arrangement for the Indonesia Climate Change Trust Fund (PREP-ICCTF)”.
Under Terms of the signed Letter of Agreement (September 2009), the objectives of the Project
shall be to:
  • Provide support to priority climate change initiatives as prioritized by the Government, during an interim period, while the ICCTF is being established;
  • Provide support and development for establishment of the ICCTF; and
  • Support capacity development needs of the Government of Indonesia for the efficient and effective implementation of the ICCTF.
PREP-ICCTF shall enable the Government and ICCTF governance entities (the Steering Committee, Technical Committee and Secretariat) to gradually assume full operational responsibility of the trust fund until a National Trustee is appointed.

The ICCTF Secretariat, which also acts as the PREP-ICCTF Project Management Unit, has been operational since February 2010. The Secretariat has started administering the trust fund operationally and supports the functions of the ICCTF Steering Committee and Technical Committee. To implement the PREP-ICCTF, various staff will be hired and activities undertaken under the ICCTF Secretariat, which will also cover the functions of a standard UNDP Project
Management Unit (PMU).

ICCTF operates in three thematic windows, namely: land based mitigation, energy, and resilience and adaptation. The ICCTF Steering Committee has approved three pilot projects to be funded in the first batch funding of ICCTF. The pilot projects covers the area of energy conservation (energy window, implemented by the Ministry of Industry), sustainable peatland management (land based mitigation window, implemented by the Ministry of Agriculture), and public awareness raising (resilience and adaptation window, implemented by the Agency for Meteorology, Climatology, and Geophysics). The Letter of Agreement (LoA) of the pilot projects was signed in September 2010, and the projects are expected to finish by December 2011.

ICCTF governance is currently reviewing the development strategy of ICCTF National Trust Fund and preparing an advancement of ICCTF Secretariat function by establishing new units to anticipate the upcoming more complex functions and work loads of ICCTF operation.

Under the guidance and supervision of National Project Manager (NPM) of PREP-ICCTF and the Head of ICCTF Secretariat, the Energy Window Officer will be responsible to coordinate activities or Energy Window and new batch project selection process in Energy Window. The Energy Window Officer will report to the National Project Manager (NPM) of PREP-ICCTF.

The Energy Window Officer will supervise the Energy Window Assistant. The Energy Window Assistant works in close collaboration with the Monitoring and Evaluation of PREP-ICCTF, the Communication Associate of PREP-ICCT, the Project Associate of PREP-ICCTF, UNDP, Bappenas, executing agencies, and other line ministries on ICCTF operation as required for the administrative or documentation issues and exchange of information.

Duties and Responsibilities

Summary of Key Functions:
  • Ensures the implementation of coordination of activities and stakeholders of Energy Window.
  • Ensures the implementation of coordination of project appraisal in Energy Window.
  • Ensures the implementation of ICCTF funded projects in Energy Window .
  • Provision of top quality advisory services regarding the ICCTF institutional development and support to ICCTF Secretariat.
Ensures the implementation of coordination of activities and stakeholders of Energy Window, focusing on achievement of the following results:
  • Coordinate activities of Energy Window that involve relevant stakeholders of line
  • ministries/agencies, independent experts, academia/researchers, CSO/NGOs, and
  • private sectors.
  • Review and revise ICCTF Investment Strategy in Energy Window.
  • Review the achievements and lessons learnt of energy pilot project particularly on technical substance.
  • Provide recommendation to ICCTF Secretariat and Technical Committee on the substance of energy pilot project for a better delivery of the project.
  • Development of pipeline of innovative and qualified project proposals from potential beneficiaries.
Ensures coordination of project appraisal in Energy Window, focusing on achievement of the following results:
  • Coordinate the whole process of project appraisal in Energy Window for the new batch ICCTF funding.
  • Development and preparation of application package for the Call for Proposal in Energy Window.
  • Identify potential independent experts in energy and climate change, and recommend the experts to ICCTF Secretariat for their engagement in ICCTF project appraisal process.
  • Under coordination of NPM of PREP-ICCTF, provides technical input and required assistance to the shortlisted project proponents in improving the substance and structure (including annual work plan, budget, monitoring and evaluation framework) of shortlisted project proposals in energy window.
  • Under coordination of NPM of PREP-ICCTF, conducts required trainings/workshops, discussions on technical substance of project document development with the potential shortlisted project proponents in Energy Window.
  • dentify, assess and summarize the lessons learnt from the project selection process.
Ensures implementation of ICCTF funded projects in Energy Window, focusing on achievement of the following:
  • Under coordination of NPM of PREP-ICCTF, provide of support to the implementation and monitoring and evaluation process of ICCTF funded projects in Energy Window.
  • Under coordination of NPM of PREP-ICCTF, conducts required trainings/workshops for the Executing/Implementing Agencies of ICCTF funded projects in energy window.
  • Review the progress and achievements and identify lessons learnt from ICCTF funded project in energy window.
Contributes to ICCTF institutional development and support to ICCTF Secretariat with the top quality advisory services, focusing on achievements as follow:
  • Under coordination of NPM of PREP-ICCTF, support the efforts to outreach to and involve ICCTF beneficiaries which include: line ministries/agencies, local government, academia, non-government organizations, and private sector association.
  • Provide technical substance inputs on energy issues to ICCTF Steering Committee, Technical Committee, and Secretariat.
  • Provide inputs to the preparation of and transition to ICCTF National Trust Fund.
  • Contribution to various meetings, workshops, trainings and other functions related to ICCTF.
  • Provide supports required for the operation of ICCTF Secretariat.

Required Skills and Experience

V. Recruitment Qualifications
Education:
  • Master’s Degree or equivalent in Mechanical Engineering,Development Studies, Chemical Engineering, or other relevant discipline
Experience:
  • Minimum 4 years working experience in the fields of energy and climate change, environment, development and climate change at national or international level, with at least 1 year working experience at the regional or international organization in the environmental development field.
Will be advantages if having these experiences as below:
  • Experience in policy advocacy and public campaign, particularly in energy and climate change program.
  • Experience in liaising and working with government institution and non-government organization (NGO), nternational organization, academia, CSO and private sector in developing the project proposal andmanaging the project.
  • Hands-on experience in working with Bappenas and trust fund management institution in Indonesia
  • Experience in the usage of computers and office software packages (including power point presentation).
Language Requirements:
Excellent command of English and Bahasa Indonesia, both spoken and written.
