Description
This position is accountable for the oversight of Commercial Compliance and Regulatory functions within the Canadian downstream business group. The functions primary focus is to ensure all internal compliance and regulatory activities for the Calgary downstream organization are monitored and adhered to, as well as ensuring our business group remains in compliance with external policies and guidelines. In addition, this position is responsible for the oversight of Canadian Contracts and Credit.
Responsibilities
- Responsible for the oversight of Canadian Commercial compliance activities
- Participate in trade associations and working committees with regard to new or changing regulations affecting commercial trade activity (CAPP NAFTA Working Group and Alberta Regulated Trading Information and Compliance Association)
- Responsible for maintaining a compliance trade floor presence that allows for interactive communication between the front, mid and back office trading activities and compliance oversight
- Actively engaged in trade floor activity as the first-line point of contact for Commercial Policy, regulatory questions or concerns
- Oversight of trade floor activities against various Compliance policies coordinated by Houston (ie. Authorized Trader, Authority Limits)
- Partner with Houston Compliance Operations to ensure compliance with training requirements, BIBC requirements, DRM policy and coordination of safety awareness for commercial organization
- Support the Trade Monitoring & Surveillance function completed by Houston for Calgary office.
- Coordinate the review, dissemination and testing of the Canadian Commercial Business Continuity Plan and coordinate same with Calgary Business Continuity committee and partner with Houston Compliance Operations to ensure adequate Business Continuity/Disaster Recovery plans are in place and tested for Calgary
- Ensure DRM compliance for Calgary Commercial organization, including annual attestation, bi-annual Records Organization Campaigns and adherence to Corporate DRM policies
- Stay abreast of industry developments, whether regulatory in nature or emerging technologies.
- Manage group of contract analysts and administrators with the purpose of ensuring adequate documentation is in place to facilitate trading activities
- Oversee credit activities of Canadian commercial trading groups to make certain we have adherence to prescribed Treasury mandated limits

Basic/Required Qualifications
- Minimum Bachelors Degree in a relevant field
- Minimum 10 years of experience in compliance and regulatory
- Understanding of the Commercial business model to assess impacts that the areas of responsibility has on the organization
- Legally entitled to work in Canada on a full-time basis without restrictions
- Effectively manage competing priorities across areas of responsibility to achieve results.
- Ability to manage multiple/conflicting priorities to meet tight deadlines
- Seeks business process improvement opportunities
- Excellent planning, organizing and execution skills
- Effective influencing and coordination skills to accomplish objectives
- Exceptional oral and written communication skills
- Previous compliance and commercial experience is preferred.
- Experience developing and implementing new standard protocols and process controls
