Position Summary
The Barge Engineer is responsible for carrying out the work activity and objectives established by Atwood Oceanics and the Offshore Installation Manager with the marine and deck operations crews. This includes but is not limited to vessel logistics, decks and hull maintenance and repair, emergency preparedness, equipment inspection and repair. The Barge Engineer is to conduct emergency drills as required, maintain documented compliance with applicable regulatory authorities, coordinate communications with workboat and helicopter operations, maintain vessel stability, maintain bridge watch, and maintain vessel on location. Per Atwood policy the Barge Engineer assumes the OIM’s position during all rig in field and ocean tow activities

Essential Functions
  • Supervise operation and maintenance of all Marine equipment so as to minimize downtime and major equipment breakdowns.
  • Assure vessel is in compliance with the applicable government rules and regulations, government agencies, and regulatory bodies. Specific attention is required in the following areas:
Initiate request for renewal of documents well in advance of expiration date.
Coordinate all Flag State and applicable regulatory body inspections in cooperation with shore based Operations Management.
Assure all documents, plans and notices are displayed as required.
Assure all vessel documents are in good order.
  • Maintain safety and emergency equipment, fire fighting equipment,
  • Maintain seaworthiness of drilling units.
  • Conduct all required inspections and drills other than those directly related to the "drilling" function.
  • Complete, submit, and maintain company-required paperwork to include:
Deck Logs
Crane Record Books
Vessel Consumables inventory (Fuel, Bulk materials etc)
Regulatory Documentation
Classification Documentation
  • Coordinate work boats and helicopter logistics involving drilling unit.
  • Assure rig is properly loaded as to variable load capacity according to operating manual. Ensure that daily stability calculations are completed and recorded and "light ship" record is current.
  • Supervises the following during rig moves:
Mooring operations (semi-submersibles)
Jacking operations (jack-ups)
Preloading (jack-ups)
Tow Vessel Operations (all)
Towing (all)
Watertight integrity (all)
  • Supervises, trains and develops Ballast Control Operators, Assistant Barge Engineers, Crane Operators and Crews.
  • Coordinate the Company’s Preventive Maintenance Programs relevant to marine equipment in cooperation with vessels maintenance staff.
  • Maintain vessels lifting and rigging gear registers and arrange required inspections within the periods outlined by company policy.
  • Operate in such a manner which results in achieving or helping to achieve the Operating Plan and Safety Goals in the following areas:
Safety
Downtime
Focused Costs (Repair, Maintenance, Material Control, Catering)
  • Maintain adequate inventory levels for marine equipment. Coordinate receiving and issuing of parts and maintenance of material control.
  • Maintain housekeeping in your area of responsibility such that company objectives are met. Specific emphasis is placed on the following:
Decks
Hull Appearance, both external and internal
Life Saving & Fire Fighting facilities
Safety Accountabilities
  • Seasoned functional competence as a departmental manager in a major operating area of a drill rig with discretionary authority to determine what results should be targeted.
  • Consistently a role model to all hands on the drill rig.
  • Responsible for the resourcing, management, short, medium and long-term safety performance of the department.
  • A continual improvement focus on rig safety
  • Typically takes a business perspective in actively working with the rig management team to resolve major safety issues (e.g. compliance, safety breaches, engineering solutions etc.).
  • Contributes to safety initiatives, policy implementation and decisions at Departmental level.
  • Manages overall safety performance and improvement plans across their work areas.
  • Takes into account 3rd party presence and regulatory authority requirements
  • Participates in selective routine safety activities e.g. audits with crews and resource people.
  • Ensures clear understanding of statutory responsibility for safety within the area by keeping up to date with legislation.
  • Develops improvement plans for safety to tackle any shortcomings for safety on the rig.
  • Sponsors and leads safety work teams, initiatives, committees, campaigns etc.
  • Seeks to improve safety standards for a department or operating area by foreseeing potential risks and developing upfront prevention strategies.
  • Puts measures in place to minimise risks and improve the overall work environment.
  • Co-ordinates investigations regarding incidents in any relevant section of the rig.
  • Trains or coaches others on safety issues and conducts or co-ordinates safety tool box meetings etc.
  • Monitors accident/incident data and re-hab processes and takes action to improve safety conditions.
Physical Requirements
  • Exert up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
  • Ascend or descend ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
  • Stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, and pulling are required frequently. Requires lifting and substantial use of upper extremities and back muscles.
  • Express or exchange ideas by means of the spoken word. Ability to receive detailed information through oral communication, and to make the discriminations in sound.
  • The worker is subject to environmental conditions. The worker is subject to extreme heat which may include temperatures above 100° for periods of more than one hour.
  • The worker is frequently in close quarters, crawl spaces, shafts, man holes, small enclosed rooms, small sewage and line pipes, and other areas that could cause claustrophobia.
