Requirements :
This position has 12 reports: process engineering supervisors, operational support engineers responsible for day to day unit monitoring and troubleshooting, and process specialists working on longer term issues (process safety initiatives, profitability, etc).

The manager must be a strong coach as well as act as a technical leader, reference, and sounding board for the members of the department.

The manager also serves as a catalyst to ensure overview of refinery operations for profitability impacts related to technical issues,and surfacing ideas for improvement both short and longer term.  Deer Park is a large refinery and chemical plant on the Houston ship channel. The refinery is a joint venture between Pemex and Shell Oil Company with a processing capacity of 340 Mb/d of crude,housing the main refinery conversion processes - CCU, HCU and Coker.

The Manager of Process Technology Operations Support is expected to lead the department to provide "world class" technical support to Operations. The candidate will direct department technical professionals to support all operating departments in achieving safe,environmentally sound, reliable and profitable operation of the facilities. The main area of responsibility is day-to-day operations support and, as a consequence, the main focus of the department is on technical assurance, operational trouble-shooting and continuous improvement of operation.

This role is responsible for developing and executing the 5 year process technology plan. Also responsible for monitoring process chemicals and catalyst usage and coordinating budget for these items in the annual business plan.

Other related responsibilities:
1) coordinator/implementer of improvement initiatives,
2) focal point for energy improvement for the refinery,
3) focal point of the P&T (SGS) interface for the refinery,and
4) a member of several cross-functional steering teams focused on delivering overall refinery results, site results and gross margin improvement. The PTOS Manager also plays a key role in interfacing with the Shell Chemical plant and insuring site goals are achieved,
5) focal point for energy management and energy efficiency improvement,
6) focal point for managing service slate and budget for P&T technical services
7) key contributor to turnaround scope development and turnaround planning process
8) key contributor to identification and business case development of profitability and reliability projects for the site

The candidate must network with peer managers ( through the Process Engineering Manager Network) to provide direction, approve overall goals, and ensure identification and implementation of site-specific goals and best practices.

Requirements:

  • Must have legal authorization to work in the US on a full-time basis for anyone other than current employer 
  • Bachelors degree in Chemical or Mechanical Engineering
  • Minimum 10 years experience in process related engineering positions (15+ preferred)
  • Refinery process background required, manufacturing background preferred
  • Refinery/hydrocarbon utilization and economics background is a plus
  • Experience in supervising exempt technical employees required, 5+ years preferred
  • Change management knowledge and demonstrated skills is a plus
Some special challenges of the job include:
  • Support site preparation for and execution of major unit turnarounds and associated projects in 2012. 
  • Support of aggressive refinery growth/optimization investment plan. 
  • Development of technical staff, with a majority of OSEs relatively new to their units or to the Ops Support role.
