Summary of Role :

• Manage the following Liquid Handling related projects as a further development of the existing Gas Production Facilities at the Sungai Kenawang (SK) and Pulau Gading (PG) sites, including the SK Central Gas Plant Expansion project plan:

• EPC Liquid Handling:

• Phase 3A Onshore
• Phase 3A Offshore
• Phase 3B Onshore (NGL Fractionation Train)

• EPC Permanent Storage Tank & Pumping at NGF
• EPC Gas Pipeline SK to Grissik
• EPC Gas Metering at Grissik
• EPC Produced Water Pipeline
• FEED Gas Plant Expansion
• EPC Gas Plant Expansion

• The Project Manager shall have the appropriate qualifications, skills and experience to properly manage EPC work for these Gas Production related facility projects, including the NGL fractionation (LPG) facilities of both onshore and offshore.
• The Project Manager will manage the project interface between the JM-JOB and the EPC contractor and shall manage day to day activities with the Jambi Merang project during pre-commissioning, commissioning, start up and until hand-over and acceptance of the production facilities from the Project to the Production Operations group.
• Responsible for establishing and maintaining the procedures, specifications, schedules, quality, cost and other control measures necessary to ensure that the facilities are completed and operate safely in accordance with the project schedule, specifications and performance criteria.
• Responsible for ensuring development and subsequent full compliance of the Project HSE and QA/QC plans during all phases of the project.
• Responsible for ensuring full compliance with all Project gate and peer reviews, studies and audits as are deemed necessary, as well as collective reviews of the integrated Project Plan and Project Execution Plan which may be required by the JM-JOB, Partners and BPMIGAS.
• Responsible for ensuring full compliance with BPMIGAS’ Procurement Guideline PTK-007
• Responsible for ensuring full compliance with all other applicable requirements and procedures of BPMIGAS, Partners and JM-JOB, including the Business Ethics policy.
• Responsible for mentoring relevant Pertamina and JOB employees as part of their job and career development that is required by BPMIGAS and JM JOB.

Responsibilities:

• Manage the projects and set priorities for the JM-JOB project team, in conjunction with the Chief Engineer and Field Construction team.
• Interface with Production Operations and technical departments to fully define the project requirements to develop further the Jambi Merang reservoirs.
• Plan and manage the projects through full and proper implementation of the HSE Contractor Management System, the QA/QC Procedures, and the Process Safety Management principles.
• Ensure that all studies, safety studies, HAZID’s, HAZOP’s and Risk Assessments are carried out to ensure the detailed design is both functional and safe. Most importantly, establish the change control processes and systems necessary to ensure that all changes, additions, modifications etc. identified during these studies are properly implemented and auditable records are kept.
• Develop and maintain an Integrated Project Plan that shall include performance measures and that shall form the basis for regular integrated (multi-functional) review and planning meetings.
• Closely interface with Head of Procurement (Talisman position - contracts and logistics) for preparing the technical scope of work and commercial terms for the additional associated tenders for JM development, helping to ensure that these are prepared in accordance with the relevant regulatory requirements.
• In conjunction with the project team, finalize the technical and commercial evaluation of EPC bids and present the winning tender to JM Tender Committee.
• Liaise with relevant Government departments to ensure all necessary approvals and permits for the EPC work are received in a timely manner.
• Provide management progress reports on the installation of production facilities and associated expenditure, and the overall management and supervision necessary to ensure that the project schedule and budget are maintained.
• Responsible for ensuring that facilities are constructed in accordance with all relevant international, industry and government standards and codes, and that quality control and assurance programs are implemented and followed.
• Wherever anomalies or conflicts are identified between Project Standards, International Standards and Codes, and accepted best practice, The Project Manager shall ensure proper technical resolution of the anomaly and proper change control practices and methods are subsequently applied.
• Establish and implement a system handover process that compiles a record of construction integrity, equipment functionality, certification etc. necessary to demonstrate safe operability before transfer of custody from Projects to Production Operations group.
• Responsible for the procedures and controls to ensure that upon completion of production facilities by the contractor, those facilities are operating within specifications, and complete with all necessary operating/safety procedures, vendor and OEM documentation, as built drawings and certification etc.
• Responsible, where relevant, for developing and executing training plans necessary to development Indonesian staff.
• Upon completion of the projects, the Project Manager shall prepare a lessons learned report and shall assist, wherever required, in conducting a ‘look back’ or ‘lessons learned’ exercise that shall then be disseminated to all stakeholders.

Qualifications & Experience:

• Bachelor Degree in engineering or equivalent education and relevant industry experience.
• Familiarity with and comprehension of the technical and administration requirements as stipulated in the applicable Codes, Standards, Procedures and Specifications that are enforced by international and Indonesian regulatory bodies.
• A Minimum of 20 (twenty) years in the engineering, construction, fabrication and installation of hydrocarbon, oil and gas producing facilities both onshore and offshore.
• Demonstrable managerial skills and a proven track record as a Project Manager, with the necessary Engineering and Construction exposure in the Oil and Gas Industry.
• Must have held a Project Manager position within the last five (5) years, managing similar multi-discipline projects.
• Ability to prepare tenders for project services required in the conduct of Talisman and JM JOB Indonesian operations.
• Shall have experience working in a multi discipline and multi cultural environment with all the additional challenges that presents. Recent successful experience in South East Asia shall be considered a distinct advantage.
• Shall have excellent communication skills, shall be team work oriented with the right attitude and strong business ethics attitude to work within the Indonesian working environment.
• Shall have an excellent and unwavering commitment to HSE and shall demonstrate excellent leadership in HSE matters.
• Shall have a strong understanding of Contractor’s HSE Management System, the QA/QC Management system and the Integrated Operational Procedures
• Shall have excellent communication skills, both written and oral, and shall use these to full effect to report regularly on Project performance.
• Despite the importance of establishing and working to a plan, the Project Manager must also have the ability to adapt to changing priorities.
• The Project Manager shall motivate and maintain a positive attitude and shall strive to create a good working environment internally and externally with JM-JOB, Partners, and BPMIGAS.
• The successful candidates shall enjoy good health and shall be required to pass the necessary medical examination.
