Job Deputy Secretary General for Community and Corporate Affairs ASEAN

DEPUTY SECRETARY-GENERAL FOR COMMUNITY AND CORPORATE AFFAIRS (DSG CCA)

The ASEAN Charter signed by the ASEAN heads of Member States in Singapore on 20 November 2007 had provided new impetus to ASEAN’s efforts by establishing legal and institutional framework required to achieve the ASEAN Community by 2015. ASEAN Secretariat had been positively positioned to provide all the functions required to support the Community-building process effectively. This includes a structure that is aligned to the requirements of the Charter and their respective Community Blueprints, namely: ASEAN Political and Security Community (APSC), ASEAN Economic Community (AEC), and ASEAN Socio-Cultural Community (ASCC).

Presently, The ASEAN Secretariat has vacancy for Deputy Secretary-General ASEAN Community and Corporate Affairs (DSG CCA). The purpose of the position is to lead the Community and Corporate Affairs Department of ASEAN Secretariat (ASEC), ensuring that ASEC has in place the systems, procedures, and resources required to fulfill its mandate. This position will lead two (2) Directorates and six (6) divisions;

1. Community Affairs Development Directorates:

  • AIPA, ASEAN Foundation, AHRB & Other ASEAN Associated Entities Division
  • Public Outreach and Civil Society Division
2. Corporate affairs Directorate:

  • Human Resources Division
  • Administration, Protocol & Conference Services Division
  • Finance & Budget division
  • Legal Services & Agreements Division
  • Information Technology Division
Duties and Responsibilities:

  • Contributing to the collectively leadership of the Secretariat.
  • Representing ASEAN Secretariat and external meetings relating to the mandate and priorities of ASEC.
  • Establishing and maintaining appropriate governance frameworks for ASEC.
  • Providing leadership in aligning the activities of the Department with the overall mandate, role and functions of the ASEAN Secretariat.
  • Directing, guiding and managing the Directorates in fulfilling their responsibilities.
  • Monitoring the Divisions and Directorates under the Department of Community and Corporate Affairs to work collaboratively towards fulfilling ASEC’s mandate.
  • Ensuring continuing professional development through performance management and people development practices.


Requirements:

  • Advanced degree in either one of the following disciplines: International Relations, Public Administration, Public Policy, Management.
  • A minimum of 15 years of working experience with a proven track record and senior level exposure in government, inter-governmental, and/or international organization.
  • Experience in dealing with a wide spectrum of organizational and corporate management practice.
  • A solid understanding of international and regional issues, and knowledge of and commitment to ASEAN ideals.
  • High-level ability to lead and motivate staff in a dynamic, multi-cultural and demanding environment.
  • High-level interpersonal, negotiation and communication skills, including experience in cross-cultural environment and international settings.
  • High-level ability to develop and maintain sound working relationships with government representatives, public and private sector organisations and other stakeholders.
  • Commitment to consultative and collaborative approaches and work practices.
  • Excellent command of English, written and spoken.
General qualifications:

  • Familiarity with diplomatic practices and protocol. Other required qualities are: computer literacy and proficiency in the use of Microsoft Office tools; ability to multi-task, work long and irregular hours, and perform outside the usual job scope; ability to function effectively independently and as part of a team; and a willingness to travel frequently on short notice.
Remuneration and Benefits:

  • Successful candidate will be offered the post with a probation of six months and monthly salary commensurate with his/her personal qualifications starting from USD 8,500. There are other applicable benefits which include housing, medical, education of dependent children, gratuity, and annual performance bonus.
