BHP Billiton's marketing activities are undertaken through a centralised marketing structure. The central structure is based around two hubs in The Netherlands and Singapore, supported by marketers in regional offices in our main markets.

POSITION SYNOPSIS
Reporting to the Vice President Marketing, Energy Coal, the Specialist Technical will be involved in planning, organizing and directing Marketing's product compliance activities relating to regulatory obligations for sale of product into global markets.

The core accoutabilities are as follows:
  • Demonstrate and instil an overriding commitment to health, safety, environmental responsibility and sustainable development.
  • Demonstrate and instil an overriding commitment to good governance, and ethical and legal business practices.
  • Demonstrate commitment to the BHP Billiton Charter and Code of Business Conduct.
  • Develop the BHP Billiton strategy for compliance with REACH and similar product compliance legislation
  • Coordinate input from TMU's and assist TMU's to obtain and maintain required permits / licences for access to market (e.g. REACH dossiers)
  • Review all chemical regulation dossiers to be submitted for technical accuracy
  • Coordinate through the TMUs and assist in identifying new or changed regulations or laws that could restrict access to market for our products
  • Assist the TMUs in Engaging with regulatory authorities etc. in respect of obstacles to market (i.e. lobbying work)
  • Provide timely advice to Group HSEC on changes in Chemical Regulation Laws and the Classification, Labeling and Packaging Regulations which may impact BHPB
  • Develop and Maintain compliance documentation in preparation for regulatory inspection by local Authorities.
  • Assist TMU's with engagement of Industry Associations and Consortium, and attend these meetings where relevant
  • Accountable for the management of the IUCLID database and similar
  • Manage the Marketing-wide contracts for Safety Data Sheet Authoring, Reviewing / technical advice, and Translation, and review Safety Data Sheets to ensure compliance with regulations
  • Point of contact with Front office, Distribution, CSGs and Legal on product compliance issues
  • Appoint external advisors and consultants where appropriate (responsible for negotiating terms and conditions)
  • Responsible for maintaining relevant subscriptions to industry databases etc. (like Chemcon, wizard programme)
  • Annually audit TMU product regulatory compliance manuals
  • Regularly report on product compliance to the Front Office Managers and Distribution Management Forum
  • Assist the Chairpersons of the Front Office Management Forum and Distribution Management Forum with projects as required.
SKILLS & EXPERIENCE
  • Tertiary qualifications in Chemistry, Toxicology, Industrial Hygiene, or other relevant discipline
  • 10+ years of professional experience in relevant discipline
  • Good working knowledge of REACH, GHS and associated guidelines.
  • Working knowledge of toxicology, ecotoxicology and risk assessment
  • Experience in a Product Stewardship role
  • Fluent English, both verbal and written
